2011 Newly Elected Council 

 

Municipal Council 

Council is the governing elected body for the Village of

Gold River, comprised of a Mayor and four Councillors.  

All members of Council are elected for terms three years in

length and each member of Council represents the Village at

large. 

 

The Community Charter and Local Government Act give 

Council the statutory authority to do such things as 

provide services, set budgets, levy taxes, and establish

policies for the benefit and protection of its residents. 

 

Council Meetings 

Regular Council Meetings are held in Council Chambers at

the Village Office, 499 Muchalat Drive on the first and third

Monday of each month commencing at 7:30 p.m. or on the

Tuesday if Monday is a Statutory Holiday. The annual

Council Meeting Schedule is posted at the Village Office 

and is posted on the website.  

 

Council Meeting Agendas 

Regular Council Meeting agendas are prepared on the 

Thursday prior to the meeting (the deadline for items 

appearing on the agenda is 12:00 noon).  

 

Online versions of the Village of Gold River Agendas and

Minutes are posted for your convenience only.  Our goal is to

make this information available as soon as possible, but please

be aware that online Agendas are subject to change. Every

effort will be made to post new agendas on the website on the

Friday before the Council meeting.  Council meeting

minutes are not posted on the website until they have been

adopted at the next regular Council meeting.  

 

Printed agendas are available for viewing at the Village Office

as of 9:00 a.m. on the Monday of the Council Meeting.

Municipal Bylaws 

The bylaws included on this site are among the most commonly requested from the Village of Gold River.  The bylaws listed are provided for information purposes only, and the Village of Gold River will not be responsible for their validity or completeness.  Individuals wishing to quote from or use the bylaws should consult the Village Office to ensure they are current.  For legal and other purposes certified copies of the official version may be obtained from the Village of Gold River, PO Box 610, 499 Muchalat Drive, Gold River B.C.  V0P 1G0  (250) 283-2202. For a complete list of Village Bylaws please contact the Village Office. 

Building Permits and Inspections 

The municipal Building Inspector provides contract building inspection services for the community.  Building permits are required for the construction of new structures, as well as for the demolition, moving, renovation, modification or replacement of existing buildings or structures.  If you construct without a permit you may encounter problems later.  Building permits are required before construction. Where any work related to a permit has started prior to the approval and issuance of a building permit, the permit fee shall be doubled.  For more information regarding building bylaw requirements please contact the Village Office.

 

Bylaw Enforcement 

Council has appointed a Bylaw Enforcement Officer who is responsible for monitoring compliance of municipal bylaws.  Council has updated bylaws regarding the making of noise, unsightly premises and parking on municipal streets and provides for tickets to be issued for non-compliance.  The Village of Gold River believes the process of informing, educating and enforcing is prudent.  Enforcement through municipal ticketing will always be done in a prudent manner and when necessary to follow through to the courts.

Financial Services Department 

The Financial Services Department is responsible for the control and supervision of all financial affairs of the Municipality.  Responsibilities include:  accounting, treasury, billing and collecting taxes, and other municipal revenues.  The Finance Department invests a considerable amount of resources in Council decision-support, including the preparation, delivery and filing of the five-year financial plan, audited financial statements and statutory reports.  This includes the development of the Annual Report.  

The Financial Plan 

All municipalities in BC must have a financial plan (or budget) that is adopted annually, by bylaw, before the annual property tax bylaw is adopted.  The financial plan may be amended by bylaw at any time.  The planning period for a financial plan is 5 years, that period being the year in which the plan is specified to come into force and the following 4 years.  The financial plan bylaw must be adopted by May 15th each year.  Council will then set the 2012 municipal tax rate and property taxes can then be calculated.  Property tax  notices will be mailed to property owners by May 31, 2012.  Property taxes will be due at 5:00 p.m. on Tuesday, July 3, 2012.
